Duties & Responsibilities
Accounting Oversight
Manages all accounting activities, including providing analytical support to IREX CFO and other executives, as requested
Addresses and resolves all accounting issues and/or serves as liaison for cross-unctional team resolution
Prepares for and manages annual audit process
Possesses familiarity with IRS 990 reporting requirements and assists with compliance and filings
Updates and maintains all department accounting and internal control procedures
Manages direct and indirect accounting systems and report generation
Prepares/reviews account analyses and reconciliations timely and accurately with proper approvals and performs monthly and annual close
Manages cash balances and cash flows, including processing weekly USG funding draws and preparation of 272 Federal grant reporting
Reviews and approves all payroll related transactions prior to posting into GL
Reviews and approves all G/L reconciliations or adjustments
Calculates and records monthly revenue recognition including proper deferred revenue and receivable balances
Manages chart of accounts
Liaises with accounting software company and consultants
Liaises with IREX US corporate bank
Oversees relationship with A/P outsource provider to ensure prompt and accurate processing
Develops and oversees effective invoicing process for timely reimbursement to IREX for contracts and grant revenue
Financial Analysis
Reviews and approves financial reports to grantors and reconciles to the general ledger prior to submission
Reviews quarterly federal 425 reports for CFO signature
Participates in and oversees financial reviews of IREX field offices, as requested
Prepares materials as needed for IREX Board including corporate financial statements
Staff Development
Provides coaching, mentoring, and leadership to accounting team
Directly supervises and provides hands-on guidance to the Senior Accountant and Accounts Payable Supervisor
Identifies opportunities to reduce cost or lower expenses through industry trends in innovation and/or technology
Travels to field offices as requested (up to 25%)
Qualifications:
Minimum of 7 years’ experience with at least 2 years in a supervisory role,  working with mid-to-large size not-for-profit organizations that receive significant federal grants, and/or working with public accounting firms specializing in not-for-profits
BS in Accounting required, MBA preferred
CPA Designation required

IWMI Central Asia

In Central Asia, IWMI’s subregional office is located in Tashkent, Uzbekistan. Central Asia faces a number of challenges. Land, water and environmental degradation, combined with the near collapse of many of the former Soviet institutions, are major constraints. Yet, a resurgent agriculture sector has the potential to offer livelihood opportunities for rural communities.

IWMI’s work in this subregion is focused on improving the management of degraded land and water resources, and on recreating the necessary institutional arrangements to better manage natural resources.

Major IWMI projects in Central Asia include, “Integrated water resources management

in the Fergana Valley”, “Water productivity improvement at plot level” and “Lift, canal and groundwater irrigation in the Syr Darya and Amu Darya river basins”.

IWMI South Asia

In the South Asia subregion, IWMI has offices in India (Hyderabad and New Delhi), Pakistan (Lahore) and Nepal (Kathmandu), and has ongoing activities in Bangladesh. The economic growth in the region in recent years has presented opportunities for improving the productivity of land and water resources and reducing poverty, yet it also presents challenges to ensure

that the demand for these resources does not negatively impact the poor and the environment.

IWMI’s current research in the region focuses on water resources management in the Eastern Gangetic Plains (including parts of Bangladesh), IWMI-Tata Water Policy Research Program, resource recovery and reuse for urban/peri-urban agriculture, adaptation to climate change, flood-risk mapping, and water management in rainfed areas in central and southern India.

IWMI Southeast Asia

In Southeast Asia (SEA), IWMI’s subregional office is located in Vientiane, Laos.

Significant economic growth in SEA has contributed positively to the alleviation of poverty and improvement in living conditions. However, a large proportion of the population, especially

in rural areas, continues to suffer from poverty and food insecurity. Experience indicates that economic growth alone is neither fast nor inclusive enough to lift the majority of poor farmers out of poverty and more focused interventions are necessary. IWMI’s work in SEA focuses primarily on the Greater Mekong Subregion, on issues related to hydropower, the energy- food-water nexus and small-scale irrigation. This includes work on synergies between hydropower production and irrigation, the opportunities that large reservoirs may provide for local people and the potential of benefit sharing mechanisms. A major project, evaluating opportunities for expanding groundwater irrigation in Laos, commenced this year.

Responsibilities
•    Lead the development of IWMI’s program in the Asia region. 

•    Coordinate the work of IWMI offices in the region, and provide oversight and management to Office Heads and administrative staff within the region. 

•    Support the implementation of the CGIAR Research Program on Water, Land and Ecosystems (WLE), and integrate inputs and outputs between partners. 

•    Work with the Deputy Director General – Research, and Theme and Project Leaders to ensure IWMI’s participation in other CGIAR Research Programs (CRPs) that complement WLE. 

•    Play a leading role in delivering tangible development outcomes arising from IWMI’s research. 

•    Develop an in-depth knowledge of the region and its political economy, and represent the Director General (DG) to regional stakeholders, donors, nongovernmental organizations (NGOs), civil society and regional alliances, acting as the first point of contact. 

•    Represent IWMI at regional fora, meetings and conferences. 

•    Work with the Business Development Director/Theme Leaders to ensure the development and maintenance of a strong project pipeline.

Qualifications

•    Extensive experience of living and/or working in Asia, and be comfortable interacting with the senior decision makers. 

•    Experience in senior management positions, ideally with corporate management experience. 

•    Previous intellectual leadership of key science areas relevant to IWMI’s agenda, having had an impact on development challenges. 

•    Extensive knowledge of agriculture and natural resource concerns in most/all regions of Asia. 

•    Individual recognition at international level for significant contribution to an area of research or development implementation, as evidenced by publications and other acknowledgements. 

•    Strong verbal communication skills, so that international water management challenges and complex, interdisciplinary water issues can be explained to a range of stakeholders.

International Protection Officer – Refugees Yida Refugee Camp, Unity State, South Sudan

The Project
Nonviolent Peaceforce (NP) is a dynamic international, non-governmental organization which works to reduce violence and protect civilians in situations of violent conflict and its aftermath, mostly through the deployment on the ground of multinational teams of civilians.
In South Sudan, NP has 10 field teams providing thematically focused protection programming in child protection, gender based violence protection and prevention, displacement (IDPs, refugees and returnees, inter-communal violence reduction and conflict early warning/early response).  This young country programme is growing rapidly responding to the dynamic, high needs environment in South Sudan.
The Position
The international protection office role is to implement protection programming designed to reduce violence and increase the safety and security of civilians displaced from violent conflict. This involves providing protective accompaniment and protective presence, engaging in rumour control, de-escalating tensions, facilitating dialogue, providing technical skills training, conflict analysis and finding creative solutions of challenging problems.  In addition this role requires working with a wide variety of actors ranging from government officials, traditional leaders, community members, military, police, non-state armed actors and other humanitarian service providers.  S/he proactively seeks to coordinate with relevant actors, to facilitate the participation from those who are underrepresented and to serve as interlocutor between communities and agencies who provide services.  S/he recognizes changes in conflict dynamics, can predict escalating tensions and can adapt quickly to change.  Protection officers are persistent and endlessly determined to find solutions that will improve safety and security for conflict affected civilians. S/he will work as a part of the NP protection team based in Yida comprised of international, national and refugee colleagues.

Job description JOB SUMMARY
The Global Fund for Women is committed to a learning and impact-oriented approach in order to demonstrate the effectiveness of its programmatic work. In order to meaningfully contribute to this aim, GFW is investing more deeply in its strategic approach to measuring results, changes in context and behaviors at all levels (individual, community, national and global) and to determining the impact of its support for grantees as well as its own work.

The Director of Learning, Evaluation and Impact (LEI) will provide the necessary capacity building, tools and guidance to support Global Fund for Women partners, grantees and staff to demonstrate the results of GFW’s work and investment in programs to advance women’s and girls’ universal human rights. Internally, documenting GFW’s learning and results is critical to ensuring our accountability to grantee partners and donors and to improving our program quality and strategic decision-making. Externally, doing so contributes to our advocacy, fundraising, policy influence and communications with key stakeholders and constituencies.

The LEI role sits within the Program team and reports to the Vice President of Programs. This position is situated within a team-based work environment, where team members work collaboratively on the organization’s program, monitoring and learning objectives. The position has important accountabilities to the Development team and to the Global Fund’s donors. It also requires close work with Global Fund grantee partners and advisors to guide their efforts to capture evidence and learning.

ESSENTIAL JOB FUNCTIONS
Design and Implement GFW’s Learning, Evaluation & Impact Framework
Oversee the development of a whole-of-agency learning, monitoring and evaluation framework and its implementation with staff, Board, grantees, advisors and donors
Contribute to the annual and strategic planning processes to ensure that learning, monitoring and evaluation is a key component of this work
Work closely with an LME consultancy in the development and operationalizing of this framework including the development of new tools and processes to capture impact data and oversee the timely and quality usage of tools.
Create and implement ongoing trainings for staff, grantees and advisors in relation to all aspects of GFW’s learning, monitoring and evaluation approach
Build the capacity of staff on effective approaches to capturing evidence, results and impact

Deliver a series of high impact development reports on an annual basis to meet donor commitments

Database and Communication
Ensure key data and learning is up to date and supports external communications and fundraising efforts.
Work closely with the Communications team to ensure that learning and impact is effectively communicated (through case studies, web material, etc.) to support the program and advocacy agenda.
Ensure maintenance of a database of up to date statistics and core lessons learned from previous projects and feed them into new proposals and reporting processes.
Help shape the capacity of GFW’s database to support evaluation and learning
Oversee the collection and submission of all program data to Global Fund databases.

Master’s degree in gender or women’s studies, economic, social science, political science, or public administration.
Background/qualifications in monitoring, evaluation, impact measurement and social science research methodologies.
Minimum of 10 years’ experience working in development programming, with special emphasis on evidence gathering.
Proven experience in developing a learning, monitoring and evaluation framework for an NGO.
Track record working collaboratively with civil society, communities, local NGO partners and government officials.

The Program Associate for Grants Operations supports the Program Teams for Middle East and North Africa and for Sub-Saharan Africa in implementing their grantmaking programs. The Program Associate for Grants Operations reports to and is guided by the Program Officer for Grants Operations and is a member of the Operations Team. This position will be responsible for reviewing and coordinating correspondence with organizations that request support from the Global Fund for Women and ensuring that grant payments are successfully made and communicated to grantees in accordance with GFW’s policies and procedures.

ESSENTIAL JOB FUNCTIONS
Grant Making
Enter and upload incoming grant proposals into database
Review proposals as assigned by Program Directors and/or Program Officers for Middle East and North Africa and occasionally Sub-Saharan Africa
Communicate with current and potential grant recipients, including responding to inquiries and sending application acknowledgement and decline letters
Communicate, as needed, with Global Fund Advisors for additional information on potential grant recipients
Draft written summaries of the groups’ purposes and activities
Translate and/or coordinate the translation of grant-making materials and other program-related materials such as non-English portions of the website
File in database correspondence from groups, including photos, reports and other grant-making documents
Support the compilation of grants docket, including: preparing analysis of prospective groups, and researching specific topics related to the region
Send additional application questions to potential grantees
Prepare summaries of final reports for grants awarded

Grants Administration
Finalize and send contract documents in preparation for payment of awarded grants
Correspond with grantees throughout the payment process to retrieve information and resolve payment issues
Ensure operational due diligence (NGO registration and bank information) in preparation for grant payment
Finalize payment letters and send completed payment letters to grantees
Help to maintain accurate information in the database in preparation for the annual audit
Facilitate the payment and receipt of grant funds in a timely manner, including tracking pending payments
Supply all back-up documentation to the Finance sub-team
Assure compliance with Global Fund for Women’s grantmaking policies and procedures

Monitoring
Input select data during application and grantee final reporting processes, in support of Learning, Monitoring & Evaluation team
Support the Program Team in collection of reporting from grantees

Outreach/Communications
Support the collection of region-specific information for various requests;
Support the dissemination of region-specific information on women’s human rights
Represent the organization/regional team in conferences and other fora
